Abstract: BACKGROUND TO INCLUSIVE EDUCATION
Abstract: Authors consider human rights to be the ideological basis for inclusive education. They show how the attention of the international community has gradually shifted from the Universal Declaration of Human Rights, through the declarations of rights of children and other disadvantaged groups, especially people with disabilities, to documents that are legally binding also for Slovakia – the Convention on the Rights of the Child and the Convention on the Rights of Persons with Disabilities. They note the evolution of society’s responses to individuals that are different and its impact on education – from exclusion through segregation and integration to inclusion. The inclusion is viewed as a change based upon the unconditional acceptance of diversity. In the next part of the article, the authors analyse the Slovak school regulations and their development from the 1990s to the present day. They show that the current legislative environment does not support inclusive education. Nevertheless, the attempts in society to implement it are growing stronger.
